Russia offers a rich blend of cultural and natural attractions, making it an intriguing destination for some Montenegrins. While it receives around 6.4 million foreign visitors each year, its appeal lies more in the variety of experiences available than in sheer visitor numbers. A segment of Montenegro's population of about 1 million may find Russia particularly appealing.
Russia presents some safety concerns for tourists, particularly when compared to Montenegro. In terms of safety while walking alone at night, Russia ranks 30th out of 40 countries, significantly lower than Montenegro, which ranks 10th. The Global Peace Index further highlights this disparity, with Russia ranked 154th out of 160 countries, whereas Montenegro is 35th. Crime statistics indicate higher murder rates in Russia, with a rate of 6.8 per 100,000 people compared to Montenegro's 2.4. Additionally, female murder rates are also higher in Russia (3.3) than in Montenegro (0.6). According to the Global Organized Crime Index, Russia has several concerning indices, particularly in areas like state crime (8.5) and mafia groups (4.5), compared to Montenegro's scores of 7.5 and 7.5, respectively. Overall, while tourism is possible in Russia, travelers from Montenegro should be aware of the higher crime rates and safety concerns.
